If they were given the power to force a recall referendum by petition, the power that was exercised last year by California voters to replace their governor for gross mistakes of public policy, voters in Waterbury and Bridgeport almost certainly would have acted to save their cities a lot of trouble, disgrace, and expense with Giordano and Ganim, and voters in Stonington and the state at large almost certainly would be acting now in regard to Dibble and Rowland.
